REGISTRATION VALIDITY OF ALL NEW MOTORCYCLES TO BE THREE YEARS – LTO

Land Transportation Office (LTO) Chief Jayart Tugade has ordered the implementation of a three-year validity of registration for all new motorcycles in the country.

Based on the current guidelines in accordance with Republic Act 4136 and Republic Act 11032, motorcycles with an engine displacement of 201cc and above have a three-year validity for initial registration with the Land Transportation Office (LTO).

However, following a study by the agency, LTO Chief Tugade decided to make the validity of registration for motorcycles with an engine displacement of 200cc and below three years as well.

“It is hereby directed that initial registration of brand new motorcycles with engine displacement of 200cc and below shall be valid for three (3) years,” stated Memorandum Circular No. JMT-2023-2395.

“It is understood that the MVUC to be collected during the initial registration shall likewise be adjusted to cover the corresponding registration validity period,” the memorandum added.

This is still part of LTO’s efforts to streamline processes and make transactions with the agency easier for the public.

“We do not see any problem with the roadworthiness of motorcycles with a three-year registration validity because they are new vehicles,” said LTO Chief Tugade.

“We at LTO believe that this step will help many drivers who register their new motorcycles for their livelihood or work,” the official added.

Based on LTO’s past data, an estimated two million new motorcycle registrants with an engine displacement of 200cc and below will benefit from this new policy this year.

“This is proof that your LTO is listening to public suggestions and engaging with the public in transactions. Studies will continue on existing policies and guidelines, and if changes are needed to improve the system, we are ready to do it,” reassured LTO Chief Tugade.

In line with the existing guidelines for registering other vehicles, after the three-year validity of initial registration, motorcycles with an engine displacement of 200cc and below will also have to be registered annually.
